The property is located in a flood plain and has a high water table. To meet the cut and fill balance <br />requirements of the county's stormwater management regulations, a significant portion of the site <br />(40%) is designed as lake area. The applicant is seeking PD approval to reduce lot sizes. widths. and <br />setbacks on the 60% of the site that is "buildable". The public benefit of the project is providing a <br />more flexible and diverse housing type with some increased common open space, while meeting the <br />county's flood plain preservation criteria. <br />• PD Project Process <br />As a PD project, the process involved in review and approval of this proposal is as follows: <br />Approval Needed Reviewing Body <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD Plan PZC <br />3. Land Development Permits or Waiver Staff <br />4. Final PD Plat BCC <br />The applicant is now requesting concurrent approval of steps 1 and 2. If the project is approved by <br />the Board of County Commissioners, the applicant will need to obtain a land development permit <br />for the required PD infrastructure improvements. <br />• Board of County Commissioners Consideration <br />Pursuant to Section 971.05 of the LDRs, the Board of County Commissioners is to consider the <br />appropriateness of the requested conceptual PD plan based on the submitted PD plan and suitability <br />of the site for that use. The Board may approve, approve with conditions, or deny the special <br />exception use. The County may attach any conditions and safeguards necessary to mitigate impacts <br />and to ensure compatibility of the use with the surrounding area. <br />• Planning and Zoning Commission Action <br />At its regular meeting of September 14. 2000, the Commission reviewed the original proposed and <br />voted 6-1 to have the proposed PD plan redesigned to have all perimeter lots sized to be a minimum <br />of 70 wide and 7.000 sq. ft, and all interior lots sized to be a minimum of 60 wide and 6.000 sq. ft. <br />Also at its September 14h meeting the Commission required that the revised design come back for <br />its consideration prior to the proposal proceeding to the Board of County Commissioners In <br />response, the applicant re -designed the PD plan and presented it to the Commission At its October <br />12, 2000 meeting, the Commission approved the revised PD plan which reduced the number of <br />proposed lots from 76 to 64. That revised plan is the plan now under consideration. <br />ANALYSIS: <br />1. Size of Development: 30.8 acres <br />2.
