Open Space: Required: 40% <br />Provided: 52% <br />Note: The provided figure does take credit for 3.69 acres of lake area, as allowed by the <br />LDRs. Total lake area is 12 3 acres. <br />7. Recreation Area: Required: 0.77 acres (based on 64 Lots) <br />Provided: 3.2 acres <br />Note: The proposed recreation area includes two small passive park areas and a 15' wide <br />accessway around the lake for walking, running, and fishing. <br />8. Phasing: The applicant is proposing to construct the project in one phase. <br />9. Environmental Issues: <br />Uplands: Since the project site is over 5 acres, the native upland setaside <br />requirement of section 929.05 would apply to any native upland areas <br />on the site. However. the site consisted of grove trees until it was <br />recently cleared. Therefore, no native uplands existed or exist on site, <br />and no upland setaside requirements apply. <br />Wetlands: Environmental planning staff has verified that there are no <br />jurisdictional wetlands on the site. Therefore, no wetlands <br />regulations apply. <br />Excavation: The applicant is proposing a 12.3 acre lake on the site in order to <br />meet the cut and fill balance requirement of the county's stormwater <br />ordinance. The stormwater ordinance requires that development <br />within flood plains balance the amount of fill put on the site by an <br />equal or greater amount of cut (above the water table) to be removed <br />from the site. This is done so as to not decrease the stormwater <br />holding capacity of the flood plain. <br />As part of the proposed lake excavation. the applicant will need to <br />remove more than 5,000 cubic yards of fill from the site, which is <br />allowed by the LDRs with strict conditions as excavation incidental <br />to a development. These standards are contained in section <br />934.04(7)(b) [attachment #3].
