43rd Avenue cannot be allowed unless the Board modifies its October 24" PD approval condition <br /> regarding 43rd Avenue access . To that end, the Board of Countv Commissioners , on November 7' . <br /> approved the applicant ' s request for the Board to consider modifying the conceptual PD plan and <br /> corresponding approval conditions at a public hearing on November 21 , 2000. Since then, the PD <br /> project re-hearing has been properly noticed and re-advertized at the applicant ' s expense . Therefore. <br /> the Board is now to consider the proposed modifications to the PD conceptual plan <br />and <br /> corresponding approval conditions . <br /> ANALYSIS : <br /> As proposed, the PD conceptual plan changes involve project access modifications and residential <br /> "POD E"modifications only . No changes in the maximum number of units , density, open space , <br /> buffering, or waivers are proposed. The conceptual PD plan changes now proposed are as follows : <br /> • Provide a 43rd Avenue project entrance but restrict that entrance, through design, to <br /> prohibit westbound to southbound left-turn movements onto 43rd Avenue . Also, <br /> provide a southbound to eastbound left-turn lane on 43rd Avenue for the project <br /> entrance . <br /> • Provide a full-movement project entrance on 17' Street SW, ±3 ,200 feet east of 43rd <br /> Avenue , and provide an entrance on 27" Avenue . <br /> • Revise (expand a portion of) residential "POD E", the pod through which the <br /> project ' s 17" Street SW entrance will traverse . "POD E" will continue to be limited <br /> to a maximum of 100 single-family units . <br /> • Via a developer' s agreement with the county , provide for a bridge at 17" Street SW <br /> and 43rd Avenue and the paving of ±3 ,200 feet of 171h Street SW from 43rd Avenue <br /> to the project' s 17" Street SW entrance . Improvements in Phase I of the project be <br /> as follows : <br /> a. Build (pave) internal project roadway from the project' s 43'd Avenue entrance <br /> to the project' s ITh Street SW entrance, and <br /> b . Build bridges over the lateral canal for the project' s 43rd Avenue entrance and <br /> at 17' Street SW, and <br /> c. Build southbound left-turn lanes at the project ' s 43'd Avenue entrance and at <br /> 17th Street SW, and <br /> d. Pave 17' Street SW from 43 ' Avenue to the project ' s 17" Street SW <br /> entrance (±3 ,200 feet) . <br /> Compared to the original proposal, these provisions will improve safety by eliminating a potential <br /> left-turn movement onto 43'd Avenue. Also, the proposed changes will accommodate improvements <br /> to 17"1 Street SW, and should not detract from the county ' s future ability to reach traffic signal <br /> warrants at the intersection of 43rd Avenue and 17" Street SW. <br /> Staff, including the Public Works Director, has no objection to the proposed conceptual PD plan <br /> changes and corresponding approval condition modifications .
