If approved, the revised conceptual PD plan will be <br /> attached to the PD rezoning ordinance approved for the subject site (Ordinance No. 2000-034, <br /> Exhibit "B ") . <br /> RECOMMENDATION : <br /> III Staff recommends that the Board of County Commissioners grant approval of the revised conceptual <br />` PD plan for The Colony, with the following modified conditions of approval : <br /> 1 . The approved, modified conceptual plan requires project entrances on 27h Avenue <br /> and 17h Street SW, and allows a restricted project entrance on 43'd Avenue with a <br /> prohibition of westbound to southbound left-turn movements from that entrance onto <br /> 43rd Avenue, as shown. <br /> 2 . The applicant shall revise the traffic impact analysis to reflect the access point <br /> provisions of condition 1 . , above. <br /> 3 . The preliminary PD plan shall provide a Type "C" buffer along the portions of 17`h <br /> Street SW and 27`h Avenue adjacent to the multi-family POD . <br /> 4. Prior to the issuance of a land development permit, the applicant shall : <br /> a. Apply for and obtain preliminary PD plan approval from the Planning and <br /> Zoning Commission , and <br /> b. Obtain Board of County Commissioners approval of a developer' s agreement <br /> regarding the following : <br /> ( 1 ) Provision of water, sewer, and reuse water utility improvements . and <br /> (2) Provision of drainage capacity within the development for the future <br /> paving of 13`h Street SW, 17" Street SW and expansion of 27" <br /> Avenue, and <br /> i <br /> ( 3 ) Fairshare escrow of funds for the improvement for 13`h Street SW and <br /> 17th Street SW, and <br /> (4 ) Construction of all off-site traffic improvements . including the paving <br /> of 17'h Street SW from 43 `d Avenue to the project ' s 17'h Street SA <br /> entrance , the bridge at 17' Street SW , and left-tum lanes at the <br /> project ' s 43`d Avenue entrance and 17h Street SW . <br /> C , Dedicate local road right-of-wav for 17`h Street SW and 27'h Avenue , and <br /> d. Obtain a right-of- way abandonment for 15' Street SW or dedicate an <br /> additional 25 ' right-of-way for 151° Street SW , <br /> 5 .
