ANALYSIS <br />1. Project Site Area: 217,800 sq. ft. or 5.00 acres <br />2. Zoning Classification: RS -3, Residential, Single -Family (up to 3 units per acre) <br />3. Land Use Designation: L-1, Low Density Residential (up to 3 units per acre) <br />Proposed Building Area: 540 sq. ft. or 0.01 acres (unmanned facility) <br />I. Total Impervious Area: 35,650 sq. ft. or 0.82 acres <br />Open Space: Required. 40.0% <br />Proposed: 83.6% <br />Off -Street Parking: Required: 1 space <br />Provide& 1 space <br />Note: The space will be provided within the electrical substation on a crushed rock surface. <br />Since the substation will be unmanned and generally visited on an as needed basis, it is the <br />staff's opinion that the substation is an infrequent use for which paved parking requirements <br />can be waived if parking is provided on an approved stabilized surface. It is the County <br />Engineer's opinion that the proposed surface is suitable for the proposed infrequent use on <br />the subject site. By approving this site plan, the Planning and Zomng Commission will be <br />approving the use of a crushed rock/gravel surface for parking and driveway areas as <br />allowed by section 954.08(4) of the land development regulations. <br />Traffic Circulation: Access to the proposed project will be provided by a two-way full <br />movement paved driveway connection to 12th Street. A paved turn -around area will be <br />provided on-site for vehicles denied access to the facility. <br />Stormwater Management: The preliminary stormwater management plan has been <br />reviewed and approved by the Public Works Department. The proposed plan provides a wet <br />stormwater management tract (lake) in the western portion of the site. Pursuant to Chapter <br />930 of the LDRs, a County Type "A" Stormwater Permit will be required prior to site plan <br />release. <br />Landscape Plan: The proposed landscape plan has been reviewed by Planning Division <br />staff and meets the requirements of Chapter 926 of the LDRs for interior, roadway, and non- <br />vehicular open space landscaping areas. Since the site abuts residentially designated land to <br />the north and east, a Type "B" buffer with a 6 -foot opaque feature is required and proposed <br />along both the north and east proper y lines Since the site abuts throroughfare plan <br />roadways along its west (canal and 58th Avenue) and south (12th Street) property lines, a Type <br />"D" buffer with a 6 -foot opaque feature is required and proposed along both the west and <br />south property lines. <br />To meet the 6 -foot opaque feature requirement, the applicant is proposing a 6 -foot earth berm <br />with landscaping along the east and north property lines and a 6 -foot berm/hedge <br />combination along the west and south property lines. Planning Division staff supports the <br />applicant's request to use a berm and landscape buffer to establish the 6 -foot opaque feature. <br />This will provide a continuous plant line around the entire perimeter of the subject site. <br />Abutting the subject site to the north and east is the Oaks of Vero Planned Development, <br />which was approved by the Board of County Commissioners on Feburary 13, 2001.
