An eight foot opaque screen may be required if deemed necessary to mitigate <br />noise and visual impacts. <br />Note: Since the site driveway will be located ±800 feet from the site's eastern property line <br />and since the site abuts a canal and 58`h Avenue right-of-way along its western property line, <br />no separate, special screening is required for the site driveway. <br />13. Surrounding Land Use and Zoning: <br />North: Oaks of Vero PD (approved; currently grove)/RS-3 <br />South: 12th Street, Citrus Grove/A-1 <br />East: Oaks of Vero PD (approved; currently grove)/RS-3 <br />West: 58th Avenue, Old Citrus Grove/A-1 <br />RECOMMENDATION <br />Based on the above analysis, the staff recommends that the Board of County Commissioners find <br />that, in conjunction with the recommended condition: <br />1. It is empowered under the provisions of Chapter 971 to review the special exception applied for; <br />2. The granting of the special exception will not adversely affect the public interest; <br />3. The application satisfies the general and specific criteria required for special exception approval; <br />and <br />4. The condition stated below is adequate to ensure compatibility between the special exception use <br />and surrounding land uses. <br />Staff further recommends that the Board of County Commissioners grant special exception use <br />approval for the electrical substation facility with the following condition: <br />1. Prior to issuance of a certificate of occupancy for the facility, the 12th Street sidewalk shall be <br />constructed or bonded -out. <br />ATTACHMENTS <br />1. Application <br />2.
