DeBloisaICP <br />Chief, Environmental Planning <br />February 6, 2001 <br />or <br />Board Consideration of CRC Development Company's Request to Pave Old Winter <br />Beach Road South ofJungle Trail (tabled from January 23, 2001 Commission Meeting) <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its meeting of February 13, 2001. <br />DESCRIPTION AND CONDITIONS <br />On January 23, 2001, the Board of County Commissioners considered a proposal by CDC Development <br />Company to pave Old Winter Beach Road south ofJungle Trail. The paving of Old Winter Beach Road <br />is associated with the proposed Carlton River Club planned development (located within the Town of <br />Indian River Shores). Old Winter Beach Road, which is a County owned right-of-way, is designated as a <br />'scenic and historic road' in the County's comprehensive plan, therefore, the County Historic Resources <br />Advisory Committee (HRAC) has been involved in review of the proposed road paving design <br />Although the HRAC had reviewed earlier designs of the proposed road paving, the HRAC had not seen <br />or commented on the latest revised plans that were presented to the Board on January 23. Consequently, <br />the Board voted to table the matter until the HRAC had a chance to review the latest design and make <br />recommendations to the Board. The HRAC has since met and reviewed the latest design (see attached <br />HRAC meeting minutes) This matter is now presented for reconsideration by the Board. <br />HRAC Recommendation <br />At the HRAC's meeting of January 29, 2001, the HRAC voted unanimously (4-0) to approve staffs <br />recommendations on the latest revised road paving design (as presented to the Board on January 23), but <br />with the following added conditions: <br />1. <br />2. <br />The proposed 10' wide vegetated buffer will include the planting of (native) canopy trees. <br />The roadway alignment will be micro -sited within the 70' wide right-of-way under the <br />supervision of county (environmental planning) staff. <br />3. A detailed tree survey (of native trees) in the right-of-way must be provided for county review <br />prior to any road work. <br />February 13, 2001 <br />91 <br />BK 117 PG 103 <br />
