<br /> be the negotiators prior to the Appellate Court ' s opinion . He suspected that opinion would
<br /> be issued before the end of this summer . He thought it important for the community and
<br /> Commission to present a united front to Lost Tree Villages . He firmly hoped that Chairman
<br /> Ginn and the Mayors would hire a professional negotiator to assist them because ,
<br /> historically , governmental bodies and their employees have been poor negotiators . He
<br /> explained that " friendly condemnation " is not fraud , but a common business tool for
<br /> corporations to avoid , partially avoid , or delay paying capital gains taxes . If a reasonable
<br /> price cannot be negotiated for purchase of the islands , he hoped the municipalities would
<br /> seriously consider the ramifications of a real condemnation . It certainly serves a public
<br /> purpose and he doubted whether a jury would agree with the kind of value placed on the
<br /> islands that he heard in Tallahassee . He suggested they keep that in their hip pocket and use
<br /> it if it becomes necessary .
<br /> Bud Kleckner, 7720 Indian Oaks Drive , previously lived on Holly Road and did a
<br /> lot of fishing around the three inner islands . He understood that an administrative law judge
<br /> ruled that the changes in the Comp Plan were perfectly legal and that the bridgehead
<br /> ordinance was proper and legal . With those two as a starting point , he did not understand
