The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />Ed Seeley, 697 Albatross Terrace, Sebastian, asked for clarification regarding the lien <br />on his property, and Mr Chastain stated that is a standard business procedure of the County <br />for assessment projects. When the assessment is paid, the lien is released. <br />County Administrator Jim Chandler advised that if the assessment is paid when it <br />comes out, no lien is placed on the property. <br />Commissioner Adams commented that the lien is a public notice on the property that <br />the assessment is due and these liens have not been a prohibition in obtaining other <br />financing. <br />Chairman Stanbridge added that the water service also raises the value of the <br />property. <br />The Chairman asked if anyone else wished to be heard regarding this matter. There <br />being none, the Chairman closed the public hearing. <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Adams, the Board unanimously <br />adopted Resolution 2002-027 confirming the special <br />assessments in connection with the Phases III -D and <br />III -E water expansion in the City of Sebastian, <br />Florida (east and west of Laconia Street, between <br />Clearmont Street and Capon Terrace, and between <br />Granduer and Gladiola Avenues). <br />MAY 7, 2002 <br />-60- <br />1 I ft. <br />? <br />P$ <br />
