INDIAN RIVER HOMELESS SERVICES COUNCIL, INC <br />Final HUD 2002 Project Proposals <br />June 3 2002 <br />Project Priority One <br />Martin County Health and Human Services <br />Tenant Based Rental Assistance <br />Applicant: Martin County Board of Commissioners <br />$380,700.00 <br />No dollar match <br />This project will secure permanent affordable housing through tenant based rental <br />assistance for a period of up to five years for a target population of chronically homeless <br />individuals and families who repeatedly seek services from Martin County homeless <br />service providers and primarily through the Martin County Health and Human Services <br />Department. These clients are homeless due to their physical disabilities mental <br />disabilities, or addictive disorders. Clients are high volume repeat users of County <br />Health and Human Service resources and are often found on the streets, facing continual <br />evictions from sub standard housing, living in homeless encampments or abandoned real <br />estateand/or living in cars. This population also includes mentally ill homeless women <br />with children, who face losing their children or who have lost their children already and <br />continue to remain "on the street" due to their inability to access housing or to sustain it. <br />Martin County Health and Human Services will assure that the inldnd service match <br />is met by provider agencies who are currently seeing these client and by providing <br />one on one counseling, case management, emergency medical and financial <br />assistance where appropriate and by coordination of extensive referral and follow up <br />with other supportive services providers in the community. Recipients of the rental <br />assistance will be housed in Martin County over the five year period of the rental <br />assistance in order to facilitate access to services. Number of assisted units=11. <br />Project Priority Two <br />Alcohope Inc. Tenant Based Rental Assistance $218,100.00 <br />Applicant: Indian River County Board of Commissioners No dollar match <br />This project will secure permanent affordable housing through tenant based rental <br />assistance for a period of up to five years for the target population of substance abusing <br />homeless individuals who art seeking treatment or who have completed treatment, at or <br />through Alcohope Inc. who will require clean safe affordable housing to sustain the <br />gains made in the treatment system and who can benefit from a secure housing situation <br />The chronic substance abusing and or mentally ill client requires sustained, ongoing <br />treatment and support services to maintain societal functioning and to support ongoing <br />recovery from substance addition. Often the chronic homeless substance abusing <br />population is disenfranchised from family members. This population may also exhibit <br />co-occurring developmental disability, mental health problems or other disabling <br />conditions that contribute to chrome homelessness The Indian River Homeless Services <br />Council will assist Alcohope in administering the tenant based rental assistance. <br />Alcohope will identify the tenants and provide or arrange for supportive services to the <br />population to meet the match requirements.
