13.A. CHAIRMAN RUTH M. STANBRIDGE - UPDATES <br />Chairman Stanbridge announced that she had no updates for this meeting but that she <br />would be in Washington on June 12 and 13. <br />Commissioner Adams questioned whether Chairman Stanbridge would be bringing <br />back the National Scenic Highway designation, and Chairman Stanbridge stated that there <br />has been no official word as yet on that designation. <br />13.C. COMMISSIONER FRAN B. ADAMS - AGENDA <br />PROTOCOL <br />The Board reviewed a Memorandum of June 10, 2002: <br />To: Members of the Board <br />of County Commissioners <br />Date: June 10, 2002 <br />Subject: AGENDA PROTOCOL <br />From. Fran B. Adams <br />Commissioner <br />Several years ago the Board had a policy that all public discussion items must go <br />through an effort by staff or an appropriate committee to resolve the issue brought <br />forward If the issue could not be resolved or handled by staff or committee then the <br />issue would be brought to us for discussion and direction. This policy worked well in the <br />past. <br />We moved away from this policy in an effort to allow more public participation <br />and comment. What has happened now is that, in addition to having valid public <br />discussion items, particular political candidates take advantage of expounding their <br />views before free TV and other persons bring verbal diatribes addressed to global <br />innuendos on issues not dealt with by the Commission. <br />While we all believe in the right of free speech, our County Commission meetings <br />are business meetings meant to dispose of County business in a timely manner. There <br />are many constituents who call with problems that we individually investigate, route to <br />the appropriate department or person, and try to resolve to some conclusion. Not all <br />problems are resolvable. If each constituent brought their problems to the public <br />meetings we would all five spend hours listening when we could each be spending that <br />time solving problems <br />JUNE 11, 2002 <br />r <br />-48- <br />
