<br /> Community Development Director Robert M . Keating wished to add several things
<br /> to the record . He advised that the neighbor , Mr . Downing, is building a house on the
<br /> property and has put in a septic tank for theprincipal residence . Building a barn prior to the
<br /> house is allowed on an agricultural piece of property . He is allowed to live on the property ,
<br /> not in the barn , but in an RV . The County allows "watchman ' s quarters " and he was given
<br /> a temporary use permit ( one -year limit) in February . He got an after-the - fact permit to put IT
<br /> plumbing in the pole barn . The County does allow electric and plumbing in pole barns . The
<br /> issue is that the plumbing has not been inspected ; that permit , pulled in April , is good for six 1 51,
<br /> IT months . Usually a building inspection is not performed unless it is called in but staff is now
<br /> attempting to gain access to inspect the plumbing . When Code Enforcement Officer BettyI IT
<br /> Davis began inspecting , on April 11 `h , Mr . Downing advised her that he was not living in the
<br /> barn . With conflicting statements , Director Keating ' s position has been that evidence was
<br /> necessary before taking the matter to the CEB . What might complicate this is that Mr .
<br /> Downing could be living in the RV and using the barn occasionally for work or ancillary
<br /> activities . In order to prove it to the CEB , proof must be simple , clear, or easily determined
<br /> whether or not someone is living in the barn .
<br /> Director Keating then responded to several questions of the Commissioners . Ty ITT,
<br /> Commissioner Adams thought staff would come to a resolution quickly on the sewage
<br /> issue , which was Mr . Steele ' s greatest concern .
<br /> Mr . Steele thanked Director Keating for his recent help and stated that over the course
