<br /> Wastewater
<br /> Based upon the most intense use allowed under the proposed Comprehensive Plan amendment .
<br /> development of the property will have a wastewater generation rate of approximately 2 . 676
<br /> Equivalent Residential Units ( ERU ) , or 669 . 000 gallons/day . This is based upon a level of service
<br /> of 250 gallons/ERU/day . County wastewater service is available to the site from the West Regional
<br /> Wastewater Treatment Plant, which currently has a remaining capacity of over 1 .000,000 gallons/day
<br /> and can accommodate the additional wastewater generated by the subject request .
<br /> Although plant capacity is sufficient, county utilities staff has indicated that the long- term capacity
<br /> of the collection system ( i . e . , pumping capacity ) could be impacted by the proposed amendment .
<br /> Staff will need to closely monitor and plan for growth in this area.
<br /> Solid Waste
<br /> Solid waste service includes pick- up by private operators and disposal at the county landfill . The
<br /> county ' s adopted level of service standard for landfill capacity is 1 . 97 cubic yards/person/vear. With
<br /> the county ' s average of approximately 2 . 3 persons/unit, a residential development of 2 , 676 units
<br /> would be anticipated to house approximately 6 , 155 people ( 2 . 3 X 2 . 676 ) . For the subject request
<br /> to meet the county ' s adopted level of service standard of 1 . 97 cubic yards/person/year, the landfill
<br /> must have enough capacity to accommodate approximately 12, 125 ( 6 , 155 X 1 . 97 ) cubic yards/year.
<br /> A review of the solid waste capacity for the active segment of the county landfill indicates the
<br /> availability of more than 800,000 cubic yards . The active segment of the landfill has a three year
<br /> capacity , and the landfill has expansion capacity beyond 2010 . Based on the analysis , staff
<br /> determined that the county landfill can accommodate the additional solid waste generated by the site
<br /> under the proposed land use designation .
<br /> Stormwater Management
<br /> During the development approval process , all developments are reviewed for compliance with
<br /> county stormwater regulations which require on-site retention, preservation of floodplain storage and
<br /> minimum finished floor elevations . In addition, development proposals must meet the discharge
<br /> requirements of the county Stormwater Management Ordinance . Any development on the subject
<br /> property will be prohibited from discharging any runoff in excess of the pre -development rate . For
<br /> these reasons , drainage Level of Service will not be lowered by the proposed amendment .
<br /> Recreation
<br /> A review of county recreation facilities and the projected demand that would result from the most
<br /> intense development that could occur on the subject property under the proposed land use
<br /> designation indicates that the adopted level of service would be maintained . The following table
<br /> illustrates the additional park demand associated with the proposed development of the property and
<br /> the existing surplus park acreage .
