She asked that Indian River County communicate each year before hurricane season about <br /> new shelters and evacuation plans . <br /> B. INDIANRIVER COUNTY <br /> Emergency Services Director John King advised that his department <br /> communicates quite a bit with staff from Brevard County . He used a PowerPoint presentation <br /> ( on file with the backup in the Clerk ' s Office) while he explained the procedures to make the <br /> wheels of government begin turning from the Commission ' s declaration of a local emergency to <br /> when the Governor issues an Executive Order to make the school facilities available , and when <br /> the President makes a Disaster Declaration as well as the pertinent statutes , shelter plans , shelter <br /> capacities , evacuation routes , what makes a hurricane a category 1 , 2 , 3 , 4 , or 5 and explained the <br /> workings of a Special Needs Shelter . <br /> In response to questions , Director King advised that our pet shelters (Humane <br /> Society and veterinary offices) did an admirable job when called upon for the 2004 hurricanes . <br /> He stressed that our emergency shelters were very overcrowded for Hurricanes Frances and <br /> Jeanne but that no one is turned away . He also commented that people often arrived without <br /> their own food, water, even prescription medicines , and had high expectations that the shelter <br /> would provide for all their needs . <br /> 9 .
