years ago provided it would be privately -funded , but Micco is no longer a preferred location for <br /> an interchange due to certain properties changing hands and the amount of environmental land at <br /> the location of the proposed interchange . A major developer in the county is currently working <br /> toward an interchange at Palm Bay (connecting to the Palm Bay Parkway) that would go south of <br /> Palm Bay , around the west side to US 192 , and even continue north to another proposed <br /> interchange that would connect to Melbourne International Airport . A connection down to <br /> Micco Road on the east side of such an interchange would be beneficial . It is a very ambitious <br /> program , but the punch line is all of the Commissioners sit on the MPO . As MPO planner, he <br /> recounted that the Legislature passed a new program called the Transportation of Regional <br /> Incentive Program (TRIP ) . It is a 50 - 50 matching program to encourage localities to develop <br /> regional roadways . The local 50 % match is quite liberal and can be of just about anything (land , <br /> private funding, impact fees , etc . ) . It does require an interlocal agreement between two adjacent <br /> MPO ' s in order to qualify . Brevard is talking to the neighbors to the west about an alliance to <br /> qualify for TRIP funding and talking to Indian River County staff. His view of a similar alliance <br /> may be desirable because , as private developments come on line and as private commitments are <br /> made to Babcock for the Parkway , we can match it with State money and get a lot more bang for <br /> our buck. He listed the benefits of such an alliance regarding the roadways mentioned along <br /> with local roads . He met at a workshop with the Orlando Expressway Authority and suggested <br /> an idea for a toll road connection from US 192 ( St . Cloud vicinity) to the Greenway (interchange <br /> at Lake Nona) and they are reserving land to continue that arterial road . The Osceola County <br /> delegation made the very same suggestion independent of one another . Should that occur , <br /> residents of Indian River County could drive all the way to the airport , to 1- 4 (north- south) <br /> without using SR 528 (formerly Beeline now officially the Beachline) . Brevard staff will be <br /> meeting next Tuesday with FDOT colleagues to discuss this Parkway and Interchange concept <br /> and FDOT is very interested in it . He thought there was a similar opportunity for Babcock and <br /> that we should begin working on interlocal agreements at the MPO level to qualify for funding . <br /> Mr .
