he predicted development in Fellsmere would soon surpass Sebastian . He advised of pending <br /> growth management provisions and changes that have come out of two committees : the Growth <br /> Task Force and the Growth Awareness Committee . He stressed we have a tight urban service <br /> area (USA) and there is an initiative underway to require a referendum before an expansion of <br /> that USA . He responded to questions concerning number of acres of land in I conservation , <br /> vacant land available to build , turn-lane requirements , traffic concurrency, small - lot subdivisions <br /> for affordable housing . A discussion on affordable housing ensued and he advised of our SHIP <br /> program , our CDBG program , and private - sector initiatives under the leadership of Joe Paladin . <br /> He specified that our land acquisition program now includes not only environmentally sensitive <br /> land but also cultural heritage properties and development rights . Discussion included topics <br /> related to a visioning process , new town plan , the next EAR ( Evaluation and Appraisal <br /> Report) , and echoed the difficulty in finding planners . <br /> Commissioner Carlson suggested working on the EARs combining the southern <br /> part of Brevard and northern Indian River County . <br /> Chairperson Pritchard invited Mr . Paladin to work with them . <br /> With regard to questions on area and population numbers within Brevard County , <br /> County Administrator Baird will be provided the demographics . <br /> 6 . INTERREGIONAL TRANSPORTATION PLANNING <br /> A . BREVARD COUNTY <br /> Transportation Planning Director Bob Kamm focused on roads our ' counties have <br /> in common . He advised they desire to maintain AIA as a two -lane road . They believe that <br /> US # 1 will not need any improvements in the near future . He mentioned that the B > cvard County <br /> section of I - 95 would soon be widened . He discussed Malabar Road , CR512 , and the level of <br /> service on Babcock that is approaching LOS "F " . They are working with developers to address <br /> issues on the development impact on Babcock . Using a locater map , he advised they are also <br /> - working toward an 1 - 95 interchange .
