Farms Water Control District Lateral C Canal right-of-way which is <br /> located immediately to the east of the existing road right-of-way. <br /> • The road will be sloped away from the adjacent Lateral C Canal . <br /> • Calpine will design its stormwater management system to accept <br /> stormwater runoff from the portion of 74th Avenue adjacent to the <br /> Calpine Site . <br /> Thus , a 60' wide public drainage, utilities , and access corridor will be created , with <br /> Calpine accommodating on its site the stormwater which would usually be treated <br /> within a 60 ' wide local road right-of-way . <br /> 14 . Environmental Issues : <br /> • Uplands : Since the site is over 5 acres , the native upland setaside <br /> requirements of section 929 . 05 apply. The project contains 46 . 3 acres of <br /> native upland area. Calpine has indicated that it will meet the upland <br /> preservation requirement through a combination of preservation and fee- in- <br /> lieu of preservation, as allowed by the 929 . 05 requirements . The specifics of <br /> the preservation and fee-in-lieu will be determined with the major site plan . <br /> • Wetlands : There are two isolated jurisditional wetlands which comprise 4 . 2 <br /> acres of the overall site . The applicant is proposing to avoid any wetland <br /> impacts and retain (preserve) the wetlands within the development. <br /> Therefore, no wetland mitigation is required. <br /> 15 . Concurrency : It is anticipated that the applicant will obtain a conditional concurrency <br /> certificate prior to consideration by the Board. This will satisfy the project ' s concurrency <br /> requirement . <br /> 16 . Specific Land Use Criteria : _ <br /> The following criteria of section 971 . 44(2 ) apply to major utility uses : <br /> a. Any power generation facility shall be consistent with the provisions of the Florida <br /> Electrical Power Plan Siting Act, Chapter 33 , Chapter 403 F . S . ; <br /> Note : The applicant is concurrently going though the Power Plant Siting Act <br /> ( PPSA ) procedure with the State of Florida. The applicant is anticipating <br /> completion of the PPSA procedure in February of 2002 . The applicant is in the <br /> process of complying with this criterion . Prior to site plan release, the applicant <br /> will need to demonstrate completion of the PPSA approval process. <br /> b .
