MOTION WAS MADE by Commissioner Zorc, <br />SECONDED by Chairman Flescher, to adopt a <br />moratorium suspending Impact Fees for a period of <br />18 months at 100% of the currently uncollected <br />amount and a phase-in at 25% per quarter going <br />forward, until the fees come back in line to the new <br />rate going forward. <br />Commissioner O'Bryan did not support the 25% step-up due to the confusion and <br />additional paperwork that it would create. <br />Attorney Polackwich provided the Board with guidance regarding the process of adopting <br />the moratorium, and pointed out that it would take approximately 45 days for adoption. He said <br />he would draft an ordinance and bring it back to the Board for review. <br />The Chairman CALLED THE QUESTION and the <br />Motion carried by a 3-2 vote (Commissioners <br />O'Bryan and Solari opposed). <br />A brief discussion ensued regarding the moratorium activation date. <br />The Chairman called for a break at 12:41 p.m., and reconvened the meeting at 1:00 p.m., <br />with all members present. <br />14.B.
