Results should be analyzed for patterns, trends, <br /> or changes between annual surveys and cumulatively since project construction. <br /> e. Monitoring reports and data shall be submitted to the Office of Beaches and Coastal <br /> Systems in Tallahassee. Failure to submit reports and data in a timely manner constitutes grounds <br /> for revocation of the permit. When submitting any monitoring information to the Office, please <br /> include a transmittal cover letter clearly labeled with the following at the top of each page . This <br /> monitoring information is submitted in accordance with Item No. [please specify] of the <br /> approved Monitoring Plan for Permit No. 01669294014C for the monitoring period [please <br /> specify] . <br /> 16 . Biological monitoring : <br /> As required in Specific Condition Number 9, the permittee shall submit a detailed Biological <br /> Monitoring Plan subject to review and approval by the Department. <br /> The monitoring plan must include pre- and post-project data, valid and independent controls, and <br /> appropriate statistical treatments . <br /> Onshore monitoring shall include sediment compaction monitoring and escarpment formation <br /> monitoring. Both of these parameters are very important for the sea turtle nesting. Monitoring for <br /> compaction and escarpment formation shall be conducted in accordance with the terms and <br /> conditions of the U. S . Fish & Wildlife Service (USFWS) Biological Opinion, and Florida Fish and <br /> Wildlife Conservation Commission (FFWCC) recommendations, and shall include three years of <br /> post-construction monitoring. <br /> Nesting monitoring shall be conducted to assess changes in nesting due to the project. Nesting <br /> density, nesting success and reproductive success shall be measured. Both nesting and hatching <br /> success and evaluations of foraging habitat utilization by sea turtles shall be monitored too . Marine <br /> turtle nesting studies shall be conducted for three years post-construction. Sampling shall be <br /> conducted immediately after completion of the fill placement, and annually thereafter in project and <br /> control areas for 2 years, for a total of three years of post-construction monitoring. <br /> Surveys for escarpment formation shall be conducted following construction in the project and <br /> control areas , and before March I in each of the two subsequent years , for a total of three years of <br /> Post-construction monitoring. <br /> Nearshore hardbottom monitoring shall include assessments of both sessile fauna and flora . <br /> Monitoring shall determine the condition and dynamics of nearshore hardbottom/ridges <br /> communities . Monitoring of communities along the Toe of Fill (TOF) and evaluation of the extent <br /> of the TOF as compared to predictions, and along pipeline corridor, studies of marine turtle <br /> foraging habitat utilization shall be conducted too .
