TASK 2 . 1 : DEVELOPMENT OF MONITORING PLAN <br /> A monitoring plan for the assessment of shoreline impacts due to the placement of the <br /> mitigative reef shall include : <br /> 1 . Shoreline transect locations and extents (text and graphics) . <br /> 2 . Baseline condition information as detailed in Task 2 . 2 . <br /> 3 . Description of the method of shoreline change comparison that will be <br /> implemented in the monitoring years. <br /> 4 . Establishment of "control" shoreline transects . Profile data from the control <br /> transects will be compared to the profile data from the monitoring area transects . <br /> The control transects will lie within the R-86 to R-95 monitoring area , but will be <br /> outside of the mitigation area . The control transects will serve to establish <br /> apparent shoreline change due to storms as distinguished from shoreline change <br /> related to the mitigative reef structure . <br /> 5 . Reporting schedule including additional monitoring events (contingency efforts) <br /> as required due to storm events . <br /> For budgeting purposes , it is assumed that this Plan (text and graphics combined) will <br /> not exceed 30 pages . <br /> TASK 2,2 : ESTABLISH BASELINE CONDITIONS FOR MONITORING PLAN <br /> Task 2. 2 .1 : Baseline Condition <br /> As required by Federal Permit 200001872 (IP-IS) Special Condition Number 15 , baseline <br /> conditions shall be established within the mitigation reef site . Onshore surveys shall be <br /> analyzed within the mitigation area and within adjacent areas. Based on preliminary <br /> analysis , the monitoring area shall extend from R-86 to R-95 along the Indian River <br /> County shoreline . <br /> The DEP June 2002 shoreline data shall serve as the onshore baseline condition . The <br /> DEP June 2002 shoreline data extends offshore to a minimum depth of —24ft NGVD <br /> (Survey data verified by DEP October 2002). Comparison to historic (DEP/County) <br /> profile data will further be analyzed to determine erosion/accretion patterns and trends <br /> within the shoreline and contiguous segments to be designated as the monitoring area . <br /> Graphics and survey data shall be presented as part of the monitoring plan developed by <br /> ATM . This data shall indicate the initial pre-construction conditions and shall serve as the <br /> baseline conditions to which data from future monitoring events shall be compared (by <br /> Indian River County) . The three (3) required annual monitoring reports are to be prepared <br /> and transmitted in their entirety — including graphics - by Indian River County . <br /> Task 3 = Vegetation Planting Plan / Vegetation Monitoring Plan <br /> In accordance with Federal Permit 200001872 (IP4S) Special Condition Number 22 a <br /> vegetation planting plan / vegetation monitoring plan for dune restoration and <br /> enhancement of beach mouse habitat area must be submitted to the USACE by April 30, <br /> 2003 . <br /> CAWINDOWSI EMPIAmbersand Post-Construdon Services Cop th Amendment #6 - Reduced Scope 0312-03.doc 7 <br />
