This scope includes the development of the initial vegetation planting plan and the <br /> vegetation-monitoring plan as required by the USACE . It is anticipated that the County <br /> will undertake the analysis and reporting for the annual monitoring reports required by <br /> the USACE . <br /> TASK 3 . 1 : DEVELOPMENT OF VEGETATION PLANTING PLAN <br /> The vegetation planting plan required by the USACE will provide details of the <br /> constructed dune component and the planting of the horizontal section of the <br /> constructed feature with salt-tolerant vegetation . These construction and vegetation <br /> elements will be designed for dune stabilization and as habitat for potential colonization <br /> and use by the beach mouse . <br /> A plan for the planting of the required dune vegetation will be based on the 100% <br /> construction design plans and technical specifications. The planting plan will detail the <br /> specific type and spacing of the plants and how the speck plants selected have the <br /> potential to serve as habitat for the beach mouse . Additionally included will be the <br /> planting methodology and maintenance procedures . Construction specifications and <br /> drawings will constitute the extent of this component of the plan submittal . <br /> TASK 3. 2 : DEVELOPMENT OF VEGETATION MONITORING PLAN <br /> A vegetation monitoring plan for the assessment of dune restoration and enhancement <br /> of beach mouse habitat to be implemented (following the construction contract 90-day <br /> warranty period for vegetation establishment and success) shall include : <br /> 1 . Inspection process details such as walk-through site inspection requirements , <br /> permanent photoquadrat station locations , and sea oat plant density evaluation <br /> 2 . Success criteria following the 90Aay establishment warranty period <br /> 3 . Replanting requirements <br /> Information provided in the development of the vegetation-monitoring plan will be based <br /> on the 100% construction design plans and technical specifications . <br /> Task 4 - Post-Construction Turtle Nesting Monitoring <br /> (May 1 , 2003 to October 31 , 2003) <br /> Sea turtle permit-compliance monitoring following construction of Indian River County's <br /> Beach Nourishment Project for Sectors 1 and 2 at Ambersand Beach is required by DEP <br /> Permit Number 0166929-00WC Special Condition 130) , and additionally by the Biological <br /> Monitoring Plan . Ecological Associates , Inc. (EAI ) shall perform the efforts described in <br /> this task under subcontract with ATM . The post-construction sea turtle protection program <br /> shall be implemented as noted herein : <br /> 1 ) Project Boundaries.
