Part D - Final Plan Preparation <br /> The final design, 100 percent complete documents, will incorporate comments from the County <br /> and FDEP. The final design documents will consist of the County front-end documents, <br /> technical specifications, and engineering drawings . The final design documents will <br /> incorporate designs for the production well and related wellfield facilities . <br /> Part E - Permitting and Agency Coordination <br /> This task will establish the permitting requirements for the proposed production well <br /> replacement project and where appropriate, initiate the permit application process . <br /> Construction permit applications or modification applications will be prepared and submitted <br /> to the following agencies on behalf of the County: <br /> ■ Indian River County Building Department (Assist contractor with obtaining required <br /> permits) <br /> ■ Florida Department of Environmental Protection <br /> • St. Johns River Water Management District <br /> It is assumed that the County will pay all permit application fees . Up to two responses for <br /> additional requests for information will be provided during the permitting process . <br /> Subtask 2.2 — Bidding Services <br /> CDM will assist the County in obtaining bids for the well replacement, assist the County in <br /> evaluating the bids and in assembling and awarding the contract, and will arrange and preside <br /> over a pre-construction conference . Detailed services include the following: <br /> ■ CDM will provide digital files of plans and technical specifications to the County. County <br /> will advertise for bids, and provide the documents to prospective bidders . <br /> ■ CDM will coordinate the advertisement of the bid, respond to communications from <br /> Contractors, and issue addenda, as necessary. <br /> ■ CDM will prepare a detailed final opinion of probable cost. <br /> ■ CDM will attend the bid opening, evaluate bids, and recommend a bidder for Award of <br /> Contract to the County. <br /> ■ After issuance of a Notice of Award by the County, CDM will assist the County in <br /> preparing the construction contract, request and review information from the Contactor, <br /> and advise the County on finalizing the Contact. <br /> ■ CDM will arrange for a pre-construction conference to be attended by the Contractor, the <br /> County, other interested parties, and CDM's representatives.
