Sherman N. Smith, Jr. then -introduced Mr. !Harold Scott of Reynolds, <br />Smith & Hills who had been retained by the Board to represent Indian River <br />d ntrol in the er St. John's Basin. Mr. Scott.Wbat over <br />County on Flood Co �p <br />the proposed plan of the Flood Control District and answered questions <br />asked by the Board members and interested parties: <br />Commissioner' Hamilton stated he had been 4tpproach6d' by the Rod & `Gun <br />Club. to request a donation of $500.00 for their fishing tournament. The <br />other Board members were of the opinion that at the time the budget was <br />set that the only donations the Board would make was to the Chambers'of <br />Commerce and therefore we had nothing, set in the budget. <br />Mr. Bart Collard appeared before the Board and stated that he was <br />platting a new section of Whispering Palms which 4bbuts on the County <br />Dump property. The County Engineer stated that he and Mr. Collard had <br />worked the plat out and that if the County would deed 35 feet of the County <br />Dump property for one-half a road that Mr. Collard would be able to <br />straighten out 8th Avenue. Upon Motion made by Commissioner Macdonald, <br />seconded by Commissioner McCullers and unanimously carried, the Board <br />approved the County Engineer's recommendation to deed to Mr. Collard the <br />East 35 feet of the County Dump Property in Section 24, Twp. 33, Rge. 39, <br />with the understanding that Mr. Collard will move 8th Avenue from the <br />quarter Section line to a point approximately 100 feet East. <br />Southern Gulf Utilities, Inc. filed a petition for a franchise and <br />notice of public hearing shall be published for a hearing on the application <br />to be conducted.by the Board on February 16th. <br />The County Attorney stated that the Florida Railroad and Public <br />Utilities Commission had adopted regulations for water and sewer rates. <br />Upon Motion made by Commissioner Waddell, seconded by Commissioner Mc - <br />Cullers and carried, the Clerk was requested to make copies of the re- <br />gulations with respect to water and sewer systems and mail copies to all <br />those interested andnow operating water and sewer systems and request <br />they study the regulations and meet with the Board on March 1st. <br />The County Attorney stated he had received deed descriptions per- <br />taining to Oslo Road right of ways and will be contacting the property <br />owners. <br />
