Employees will be <br /> required to work out of classification when directed by the department . <br /> (The Department will first choose employees on a promotional list, then employees who plan <br /> to test and become eligible for a promotion, then employees who have worked out of class <br /> and are considered qualified, and, finally, employees who have not worked up but are <br /> considered qualified by the Department.) <br /> ARTICLE 22 <br /> TRANSFERS <br /> 22 . 01 Employees may transfer between combat, fire prevention, and training, rank to rank, if a <br /> vacancy exists, provided the employee has the minimum qualifications for the position. In <br /> such a case, the employee shall be paid at the same pay step in the day shift pay plan <br /> commensurate with the position to which the employee has been transferred. In the event of a <br /> vacancy in a non-shift position, combat employees shall be given first right to transfer to the <br /> non-shift position before new employees are hired. <br /> ARTICLE 23 <br /> PERSONNEL REDUCTION <br /> 23 . 01 If a personnel reduction is necessary, the Employer shall determine the number of employees <br /> and jobs affected in the bargaining unit and retain employees on the basis of job qualifications, <br /> job seniority, job performance and length of uninterrupted services as a full-time employee. <br /> Other factors being equal in the Fire Chiefs judgment, seniority, as defined above, shall <br /> prevail. Laid-off employees shall be given preference before new employees are hired for <br /> future vacancies in the Fire Department, however, the laid-off employee must meet the basic <br /> qualifications for the job vacancy in the judgment of the Fire Chief, and be recalled within two <br /> (2) years of the employee's lay-off date. <br /> 23 <br />
