compliance with the FDEP Permits (Appendix B). The COUNTY shall be <br /> responsible for surveys required by FDEP following the Post-Construction survey. <br /> 13 . 1 .4 Borrow Area Bathymetry. The CONTRACTOR shall be responsible for conducting <br /> bathymetric surveys of the borrow area immediately prior to and within fourteen ( 14) <br /> days completion of dredging operations. Data shall be formatted in accordance with <br /> ENGINEER and FDEP requirements and submitted to ENGINEER within seven (7) <br /> days subsequent to conduct of surveys. <br /> 13 .2 ENVIRONMENTAL PROTECTION PLAN <br /> Within 20 calendar days after the date of Notice of Award and prior to the Notice to Proceed to the <br /> CONTRACTOR, the CONTRACTOR shall submit in writing an Environmental Protection Plan to <br /> the ENGINEER. The Notice to Proceed will not be issued until the Environmental Protection Plan is <br /> reviewed and approved by the ENGINEER. Approval of the CONTRACTOR ' S plan will not <br /> relieve the CONTRACTOR of his responsibility for adequate and continuing control of pollutants <br /> and other environmental protection measures. The Environmental Protection Plan shall include but <br /> not be limited to the following: <br /> 13 .2 . 1 A list of Federal, State, and local laws, regulations, and permits concerning <br /> environmental protection, pollution control, and abatement that are applicable to the <br /> CONTRACTOR' S proposed operations and the requirements imposed by those laws, <br /> regulations, and permits. <br /> 13 .2 .2 Methods for Protection of Features and Habitats to be Preserved within Authorized <br /> Work Areas. The CONTRACTOR shall prepare a listing of methods to protect <br /> resources needing protection, i.e. all vegetation (trees, shrubs, vines, grasses and <br /> ground cover), landscape features, air and water quality, fish and wildlife, soil, <br /> historical, archeological and cultural resources, marine turtles, manatees and all <br /> marine hardbottom areas. <br /> 13 .2 .2. 1 Property and Vegetation Protection. The COUNTY shall identify all <br /> property resources to be preserved within the CONTRACTOR's work <br /> area, which is defined as staging Areas, access areas, and the beach <br /> seaward of the + l4 ft. NGVD (Sectors 1 & 2) and + 12 ft. NGVD (Sector <br /> 7) contour line. Areas as designated by the COUNTY shall be <br /> delineated by the CONTRACTOR with continuous fencing and markers <br /> that are clearly visible at night. The CONTRACTOR shall not remove, <br /> cut, deface, injure, or destroy land resources including, but not limited to <br /> sand dune or berm vegetation, trees, shrubs, vines, grasses, top soil, <br /> structures, pavement, fencing, roadways, irrigation equipment and land <br /> form unless directed to do so by the COUNTY in the Plans. No ropes, <br /> cables, or guys shall be fastened to or attached to any trees for <br /> anchorage unless specifically authorized. The CONTRACTOR shall <br /> place all pipeline discharges 15 feet or more from dunes, structures, <br /> seawalls, or vegetation. Mechanical or manual means shall be used to <br /> TECHNICAL AND ENVIRONMENTAL SPECIFICATIONS TS- 12 <br />
