1 .3 Approximate Wetland Boundary Depiction <br /> GKE will depict the approximate wetland boundaries as recorded with the GPS on an aerial image and provide <br /> this information in map format (Adobe PDF) . The approximate wetland boundary points will also be provided <br /> in an AutoCAD compatible format, if requested. <br /> IA Wetland Jurisdictional Summary Memorandum <br /> GKE will provide a brief narrative describing the methodology used and the resultant findings of the wetland <br /> delineation in Task 1 . 0 above. This will include information necessary to initiate agency coordination for field <br /> review. <br /> 1 .5 Endangered & Threatened / Species of Special Concern Surveys <br /> GKE will complete a protected species survey on the referenced site . GKE ecologist will conduct <br /> a <br /> preliminary systematic survey for protected species in general accordance with Florida Fish and Wildlife <br /> Conservation Commission (FFWCC) Guidelines. GKE ecologist will record observations of listed protected <br /> species and features that may indicate species presence . Physical features may include, but are not limited to, <br /> tree markings, burrows, tracks, nests, scat, and cavity trees . GKE will request that the U. S . Fish and Wildlife <br /> Service (FWS) and the Florida Fish & Wildlife Commission (FFWCC) review their files for the presence of <br /> any listed species that may be present onsite findings of the above will be provided in a written report. <br /> This phase does not include a "site specific survey" for the Florida scrub jay or the gopher tortoise if required <br /> and as described in State and Federal regulations . However, the potential for occurrence of these two (2) <br /> species, in addition to others, will be addressed in the report. If either of these two (2) species exist or are <br /> believed to utilize the site(s), a separate proposal to address this issue will be provided. <br /> 1 .6 Agency Coordination <br /> GKE will coordinate a visit to CR 510 and its associated wetland impact sites with staff of the Indian River <br /> County Planning Division (IRC), St. Johns River Water Management District (SJRWMD), U. S . Army Corps of <br /> Engineers (USACE), and Indian River Mosquito Control District (IRMCD), and discuss impacts, management, <br /> and mitigation, as necessary to identify wetland impacts, review and approve the landward extent of the <br /> appropriate wetland lines established by GKE . <br /> PHASE II <br /> 2.0 PERMITTING SUBMITTAL ASSISTANCE <br /> 2. 1 UMAM Preparation <br /> If mitigation is needed for project related impacts, GKE biologist will perform a functional analysis of the <br /> proposed wetland impact areas using the Uniform Mitigation Assessment Methodology (UMAM) as defined in <br /> Chapter 62-345 , Florida Administrative Code. In addition to the UMAM, USACE data sheets will be <br /> completed for each wetland to be impacted within the project corridor. <br /> 2.2 Mitigation Alternatives Analysis <br /> A variety of alternatives will be considered and evaluated, including onsite / off-site mitigation and Mitigation <br /> Banking. <br /> 2.3 Environmental Resource Permit (ERP) Application <br /> Wetland impact permitting will be accomplished through submittal of the joint ERP application to both the <br /> SJRWMD and USACE by the Client. GKE will provide the necessary environmental support information/ <br /> reports for the wetland related issues within the ERP application(s) to the Client. Permitting coordination will <br /> include attendance at one ( 1 ) Pre-Application Meeting with SJRWMD and two (2) meetings with Client and/or <br /> Indian River County. The Client shall act as the clearing house for all ERP documentation and RAI submittals. <br /> 2.4 Coordination of ACOE <br /> GKE will assist in coordination during the ACOE ' s review of the permit application. Additionally, GKE will <br /> coordinate with the ACOS, U. S . Fish & Wildlife Service, and National Marine Fisheries, should there be a <br /> requirement to mitigate for impacts to wood stork core foraging area (CFA) or essential fish habitat (EFH) . <br /> CR 510 Road Widening / GKE Contract Page 2 of 5 July 28, 2008 <br />
