r , <br /> EOSYNTEC CONSULTANTS <br /> Mr. Tanhum Goldshmid <br /> Indian River County, Solid Waste Disposal District <br /> 3 May 2005 <br /> Page 2 <br /> The remainder of this letter provides an overview of the MPIS required by FDEP, a <br /> discussion of the work associated with CVOC plume monitoring (including additional <br /> monitoring wells) , summary of the P&T system reporting requirements, description of the <br /> proposed scope of work, a discussion of the schedule, and a budget estimate to accomplish <br /> the work described herein . <br /> OVERVIEW OF MPIS <br /> As part of the long-term monitoring for the South Gifford Road Landfill , GeoSyntec, <br /> on behalf of IRC SWDD, has been implementing the FDEP -required MPIS since June <br /> 2002 . The MPIS is designed to monitor the groundwater so that releases to the oundwater <br /> from the landfill will be detected by the groundwater monitoring system. A biennial report <br /> was submitted to FDEP in August 2004 and the recommendations set rth in this <br /> document were subsequently approved in a letter from FDEP dated 7 January 2,005 . Based <br /> on the biennial report and FDEP approval, IRC is required to continue to collect and <br /> analyze groundwater samples from existing groundwater monitoring wells listed in Table 1 <br /> for the following : <br /> • CVOCs by EPA Method 8021 or 8260 ; <br /> • chloride by 300 . OA or E325 . 2 ; <br /> • total dissolved solids (TDS) by 160 . 1 ; <br /> • phenols by EPA Method 9065 ; and <br /> • total metal analyses for iron and lead by EPA Method 6010 . <br /> A modified MPIS , inclusive of the approved recommendations, was provided b FDEP and <br /> is included as Attachment A to this fee proposal . <br /> OVERVIEW OF CVOC PLUME MONITORING <br /> As part of the long-term monitoring activities associated with the identified CVOC <br /> plume located beneath, and extending from, the South Gifford Road Landfill , a network of <br /> monitoring wells will require sampling on a semi-annual basis to : <br /> XR05010 IRC MPIS-PM Sampling\R050000-rev.doc <br /> RECYCLED AND RECYCLABLE r <br />
