Geosyntec "' <br /> 7 May 2008 consultants <br /> Page 13 <br /> • Access to individuals to be interviewed for the Phase I ESA will be provided to and not <br /> be restricted to Geosyntec and can be completed by Geosyntec immediately upon receipt <br /> of your Authorization; <br /> • At the start of the project, the client will complete Geosyntec' s questionnaire and provide <br /> additional information as necessary; and <br /> • All documents/information that Geosyntec is to review/consider for the Phase I ESA (see <br /> Tasks A and D) will be received by Geosyntec prior to conduct of the site visit. <br /> Task 7 — NEPA Cateeorical Exclusion Evaluation <br /> Based upon communications with IRC , the approximately 5 to 10 acre parcel in proximity to the <br /> Gifford Convenience Center will be developed into a Council on Aging facility. As part of the <br /> grant process , a Federal Transit Administration (FTA) NEPA evaluation is required . <br /> Specifically, the FTA grant requires the completion of a NEPA Categorical Exclusion Package in <br /> accordance with 23 CFR Part 771 . 117 . On behalf of IRC , Geosyntec will mobilize to the site to <br /> perform an inspection of the site and immediate surroundings and prepare the referenced <br /> document for submittal to IRC . A total of up to five hard copies and one CD (PDF) of the <br /> document will be provided . The following assumptions apply to the preparation of the NEPA <br /> evaluation package : <br /> • Information regarding area land uses , zoning, roadways , public parks, etc . will be <br /> provided by IRC . <br /> • Geosyntec has not included budget for a culture resources specialist to provide detailed <br /> information regarding cultural , historic, or archaeological resources located in the <br /> immediate vicinity of the proposed project . It is assumed that available cultural <br /> information associated with the immediate site and surroundings will be provided by IRC <br /> or available over the internet at no charge. <br /> • Geosyntec has not included budget for the completion of a socio -economic profile of the <br /> community, it is anticipated that community statistics will be provided by IRC and/or <br /> available over the internet at no charge. <br /> • Geosyntec has not included budget for field studies associated with a wetlands <br /> assessment/delineation or evaluation of sensitive habitats/endangered species . It is <br /> anticipated that any required information regarding wetlands boundaries, sensitive areas , <br /> and/or endangered species will be provided by IRC or available over the internet . <br /> XR08051 R/CC R08045 R.
