Standard Specifications for Road and Bridge Construction , latest edition , including <br /> supplements issued by the Florida Department of Transportation ( FDOT) , specified <br /> hereinafter as FDOT Spec . <br /> B . Manual of Traffic Control and Safe Practices for Street and Highway Construction , <br /> Maintenance and Utility Operations , FDOT, <br /> 3 . All references to " Department" in referenced standards shall be construed to mean <br /> " Owner" for this Work . <br /> 1 . 3 TRAFFIC SIGNALS AND SIGNS <br /> A . Provide and operate traffic control and directional signals required to direct and <br /> maintain an orderly flow of traffic in all areas under CONTRACTOR' s control , or <br /> affected by CONTRACTOR' s operations . <br /> ' B . Provide traffic control and directional signs , mounted on barricades or standard <br /> posts : <br /> t1 . At each change of direction of a roadway and at each crossroad . <br /> 2 . At detours and hazardous areas . <br /> 3 . At parking areas . <br /> 1 . 4 FLAGMEN <br /> A . Provide qualified and suitably equipped flagmen when construction operations <br /> encroach on traffic lanes , as required for regulation of traffic and in accordance with <br /> the requirements of the authority having jurisdiction . <br /> 1 . 5 FLARES AND LIGHTS <br /> A . Provide flares and lights during periods of low visibility: <br /> 1 . To clearly delineate traffic lanes , to guide traffic and to warn of hazardous <br /> ' areas . <br /> 2 . For use by flagmen in directing traffic . <br /> B .
