Indian River County, Amendment No. 4 <br /> 66'n Avenue/ County Road 510 Roadway Widening <br /> phasing and/or schedule of various County roadway projects, roadway transitions <br /> may be required within the DESIGN LIMITS to tie to abutting roadway facilities, <br /> E. Stormwater Design & Permitting <br /> 1 . Perform drainage investigations and analysis necessary to prepare a design <br /> which will drain the project in accordance with the City of Sebastian , St. <br /> Johns River Water Management District (SJRWMD), Sebastian River Water <br /> Control District (SRWCD) , Army Corps of Engineers (ALOE) and/or Indian <br /> River County design criteria. <br /> 2. The ENGINEER shall prepare stormwater permit applications for the <br /> SJRWMD , SRWCD, ACOE and US Environmental Protection Agency (EPA) <br /> requirements for submittal by the COUNTY. This will consist of all required <br /> evaluation , design, coordination, and follow-up work necessary to support <br /> permit applications . The COUNTY will review the permit applications as <br /> necessary. The ENGINEER shall assemble and be responsible for the final <br /> submittal. <br /> 3 . The ENGINEER shall prepare permit sketches for submission by the <br /> COUNTY to ACOE, and SJRWMD for dredge and fill activities, if necessary. <br /> The ENGINEER shall submit all permit sketches on 8 " x 11 " sheets . Sketches <br /> shall be neatly scaled, signed and sealed, and reproducible. <br /> 4. Environmental evaluations and/or biological summary reports necessary to <br /> discern impacts to other surface waters , wetlands and/or endangered species <br /> associated with contemplated alignments will be completed, if necessary. <br /> Should mitigation plans be required to address delineated impacts a separate <br /> agreement with the COUNTY will be provided as an additional service, or the <br /> applicable COUNTY Department may design modifications with Department <br /> Staff or other consultants . <br /> 5 . Stormwater Design and Permitting will be performed and any cost savings, <br /> should the COUNTY enter into a development agreement with adjacent <br /> property owners that enables the COUNTY to utilize their lands for the <br /> purpose of stormwater attenuation and water quality treatment, shall be passed <br /> on to the COUNTY. <br /> 6. A Stormwater Pollution Prevention Plan (SWPPP) will be developed in <br /> conjunction with this project. The site specific SWPPP is a requirement of <br /> both the EPA National Pollutant Discharge Elimination System (NPDES) <br /> General Permit for Stormwater Discharges from Construction Activities, and <br /> the FDEP Generic Permit for Stormwater Discharges from Construction <br /> Activities. Note : SJRWMD administers permit for FDEP . <br /> G. Sienalization Plans <br /> Signalization plans will be developed in conjunction with the roadway <br /> Page 5 of 8 <br />
